The concept “comparable worth” is defined differently by author, however, these authors concur with one another that comparable worth entails equal (comparable) pay. According to Bell (1985), the phrase or expression comparable worth “emerged after the passage of the Civil Rights Act of 1964. Title VII of the Act makes it an unlawful employment practice for any employer to discriminate on the basis of race, color, religion, sex, or national origin.” He states that there is no mention of this concept in that Act. The Equal Pay Act of 1963 requires “equal pay for equal work” (Landy and Conte, 2009). Comparable worth can also be defined as “an approach to achieving pay equity (Wisconsin Legislature, 1984). Their argument is based on the fact that pay has not been equivalent for positions that were traditionally held by women such as secretaries and nurses. Women’s promotions were sometimes hindered by sex-based discrimination. Therefore, critics proposed reform based on jobs’ comparable worth. In many government departments, there are still many positions that are still male-dominated and female-dominated. However, many states and local governments have taken remedial actions to rectify that problem. One problem that most women suffered was that they sometimes left their jobs for child rearing and come back later. Recently women join workforce in huge numbers, highly qualified and they should be compensated for their education. This recognition will motivate them and make them feel as part of their organizations. In the past women would leave their jobs to look after their children, but now men take up child-rearing activities which gives women more chances of acquiring higher positions which were male-dominated or reserved for men. To remedy this problem, some governments are adopting more flexible policies for family leave and for telecommuting; others are developing child-care programs.
