Community colleges were born out of the need for more education. The government wanted more students to want higher education but also knew it would stress the current system. The idea was by offering easier access to education that students would come. College at the community level is also cheaper. This makes it even easier to acquire. As Long as these students have similar ability, which was tested thru high school grades and test scores. In figure 3, we can see the average earning but state and how it different from each other. We can see that even though the earning of some college is higher than no college, college goer have not increased. With only a small portion of community college students actually earning a degree it is important to look at the difference in earning between some college and a degree holding students. There seems to be around a 25 % difference between the earning. That could be because signaling theory. They are showing potential employers they are serious about getting a job and look more able to be a complete work for the employers.
