Approximately 23 States across the country have passed bills to allow two-year colleges to award a student a Bachelor’s degree in a two-year program (Fulton). The States’ policies differ in many ways, but for the most part, States have a set restriction on the amount of Bachelor’s degrees they can hand out. For example, Arkansas has limited the number of Community colleges that can offer Bachelor’s degrees and turn into a baccalaureate college. Illinois has a program where Community colleges follow the exact curriculum of a four-year institution in the Community college’s area.
