Caveat policy was one of the foreign policies that were employed by the US government during the cold war period. This is a policy in which the United States uses force to get its way. This is depicted clearly in the film where, despite France willingness to be part of the Marshall plan, the United States refused to offer them assistance until they were satisfied that the threat of communism had been dealt with.
