A.Data Collection and Evaluation:
1.Site History
There was an outburst of flood in the Community of Columbiana, SC on October 20, 2015. The town has a total area of 2.5 square miles, all land and mostly plain. Although there is vegetation on most of the area, the flood seems to have covered almost all the soil surface. As is in this map below, the Community was with Schools and residential homes and a landfill. The residential areas located in two main areas, are zoned for small homes, pre-fabs and mobile homes. As for the Elementary and High Schools, which centralize in the school district, were flooded, including the practice fields and playgrouds. The main agriculture here is cotton. Besides, the main industry is tourism. The Groundwater flow is from the west to the east, and the drinking water sources are all flooded. All surface water was flooded obviously. Even though some residences have private wells and others get water from the city, but all wells including city’s and private were flooded.

From 1960 to 1970, the Municipal Landfill was owned by a private individual, who allowed small industries and the city of Columbiana to dump waste materials into empty pits on-site. The pits were then covered with dirt, and the site purchased by Columbiana City government who then turned it into a Municipal Landfill. Prior to 1960, the land was owned by private individuals who are reported to have used the land primarily for farming.
After sample collection and lab test, initial soil analysis in the community indicates that pesticides and solvents were found. During the preliminary assessment, the community was discovered to have barrels that had floated from the landfill with unknown contents. The barrels appear to be leaking.
