He stated that if every action is approving or disapproving is it doesn’t maximize the happiness then it’s wrong (Sweet). He believes that people were followed couples of the rules: pleasure and pain (Sweet). He and Mill focuses more on the actions of the maximum of happiness than painful for the society. Mill wanted to focus on the calculation of social consequences despite of the personal intuitions (Driver). To calculate the policy, some of the polices include: certainty, intensity, immediacy, duration and extent to analyze the data for the topics that affect society to solve the tendency to increase or decrease the social pain (Driver). To follow the social calculation, if bringing the certainty, then it brings with no doubt. If bringing the intensity, then it brings power. If bringing immediacy, then it would bring a related time or temporal perspective (Driver). If bringing duration, then it would give a time and consciousness(Driver). If bringing extent, then it brings the distance of covered or affected by something (Driver). The question is how would that be possible to solve the college tuition? Respectfully, if brought the intense, immediate with pleasure that benefit the student, then it increases the happiness if the government reduce the expensive cost for the student. If brought the pain, then it will decrease the happiness of students and increasing the pain. For Bentham and Mill, if the government reduces the costs of the tuitions, then increase the social pleasure with the calculation of the students. If the government doesn’t reduce the prices by using the pain calculation, then it decreases the pleasure or happiness to the college student. To use the good of utilitarian or hedonism for college tuition, for the instrumental good if the hedonism sees the valuable roles of pleasurable or happiness, then not denying it for the valuable. For the intrinsic good, it’s a good on themselves. For the instrument good on college tuition, if the government plays a valuable role to reduce the prices on the tuition, then it increases the pleasure of the students. For the intrinsic good, if the pleasure or happiness of the students, then the government has the good of themselves. However, the negative side of the government if they don’t reduce the prices of tuition, then create the pain of the students and killing their happiness. Otherwise, for the well – being on utilitarian’s views, the government is the perfect example of political groups, if decreasing the risk of prices for the students, then utilitarian is interested in the political group because the government creates the pleasure for the people. If they don’t, then social group like the student are more interested by the utilitarian because the political group increases the pain.
