I believe that one of the significant deficiencies from the 9/11 Commission Report was the deficiency of shared intelligence information between, local, state and federal agencies related to homeland security. Before 9/11, law enforcement intelligence was compartmentalized and disjointed. The FBI mainly dealt with domestic threats and the CIA mostly focused on foreign threats. I believe that the most significant function developed was “receiving and analyzing law enforcement information, intelligence, and other information relating to homeland security within the federal government and between the federal government and state and local governments” (Oliver, 2007, pg. 75).
