Position Description

The purpose of the position is to assist the Collaborative Disability Determination Unit (CDDU) in establishing eligibility for and administering housing-related benefits for the department's General Assistance (GA) program. This position will act as a liaison between CDDU, GA consumers, the Office of Housing and Community Services, local Community Action Agencies, partners (including 211, ADRC's, and local/otherwise unaffiliated organizations), and Coordinated Care Organizations (CCO's), and will be responsible for identifying statewide housing resources and assisting GA consumers in making connections with local partners and resources, including local Community Action Agencies' case management staff. Employees develop operational procedures that supplement existing administrative regulations or guidelines. They identify problems, analyze information and recommend more efficient or effective administrative procedures. They also track the legislative process and develop administrative procedures or rules to implement legislation. The OPA 2 evaluates organizational systems for effectiveness, and plans or designs improvements in operations. It is distinguished from the OPA 1 by the need to adapt existing methods and policies and because the work affects various levels or geographic locations within the agency, rather than individual units within an operating division or program. The OPA 3 gives consultative advice on the administrative, policy, programmatic and management aspects of agency operations. Employees develop long-range plans, goals, objectives and milestones; or evaluate the effectiveness of programs throughout an agency, or a regional structure of equivalent scope. The OPA 3 differs from the lower levels in that the work is complicated by the need to deal with subjective concepts or by the need to develop data that is currently unavailable. Research is complicated by conflicting operational or service goals and objectives.
