The Cold War basically started the concept of how the Emergency Management System is ran today (Haddow, Bullock, Coppola, 2014). The concept is easy to explain. The Federal Civil Defense Administration was established to protect communities from a nuclear attack if it were to ever occur. These communities set up bomb shelters for people to shield themselves from attacks and even conducted air raid drills for the communities. There was usually one person in charge that ensured these drills were done correctly who was sort of an administrator over the program in that community known as the Civil Defense Director.
