In the case of activities by formal-organization project teams, managers, supervisors, and “staff” members should provide an example by achieving zero failures, zero minor stoppages, or zero defects in the model equipment. In the case of activities by small groups at workshops, member should begin by focusing their best efforts on Jishu-Hozen activities. When overall equipment efficiency improves, creating sufficient room for new actions, they should tackle Kobetsu-Kaizen.

3) Jishu-Hozen
A step-by-step approach is suitable for Jishu-Hozen conducted by operators. As an example of the steps that can be used, the following seven steps are widely implanted:
Initial-phase (cleaning, inspection),
Solutions for the source of problems,
Preparation of provisional Jishu-Hozen standards,
Total inspection,
Autonomous inspection,
Standardization,
Thorough implementation of Jishu-Hozen
These steps are particularly suitable for machining and should be modified to suit individual assembly processes or job processes.
