Policy and Law explains the rationale behind legislature through the bicameral framework of congress. With this understanding, students are able to debate and defend the effectiveness of American policies and law processes while simultaneously proposing solutions. On April 22, 1790 the Revenue Cutter Service began under Alexander Hamilton with the mission of enforcing maritime laws in U.S harbors. Yet, in 1915 under the U.S Title 14, the Coast Guard was established as a military branch, changing the way missions are conducted. Instead of a cutter service, USCG receives equal status other military branches. Moreover, in 1939, President Roosevelt signs an executive order merging the U.S Lighthouse Service to the Coast Guard ( Coast Guard Docrine 44). In relations to the Coast Guard, all 11 missions are practiced throughout the world. For example, Foreign Diplomats and International Relations Officers ensure the safety of U.S commerce, applying cultural and legislative cognition in foreign ports. In Coast Guard Doctrine, it emphasizes the significance of international relations in Coast Guard missions. Specifically during the Vietnam War, The Coast Guard assisted in “Operation Market Time” granting 26 patrol boats and 5 large cutters authority to seize and destroy enemy ships. The Coast guard helped initiate Korean and Filipino maritime services on Southeast Asia (49). Since the Coast Guard is not solely a domestic branch, its missions is only possible through cooperating with foreign governments to establish policy for all
