This decision is pivotal to the successful implementation of a vital Master Diver Program in the Coast Guard. The Coast Guard Dive Program should align their Master Diver Program with the Army Master Diver Program.
2. The qualification of Master Diver (MDV) is the highest qualification obtainable by members of the dive community. The Master Diver is to be the most qualified enlisted person to direct and supervise diving, salvage, ships repair operations and diving programs. They are directly responsible to the Commanding Officer, through the Diving Officer, for all facets of command diving operations and oversee diving programs. Master Divers also develops training programs and qualify personnel in diving equipment, systems and procedures. They must be proficient in advanced diving physics, medicine, differential diagnosis, diving techniques.

A counter argument that our current courses of career development for Coast Guard Divers align with the Navy Diver career progression and with such we should stay with the Navy program to train and evaluate our most senior members. While it is true that Coast Guard divers attend both Navy run initial basic hard hat diver training, second class diver(2C) and diving supervisor advanced training, first class diver(1C) Coast Guard divers have their own course code and curriculum which does not include many of the above mentioned capabilities and training. The Coast Guard Diver performs step out Coast Guard specific training during the instruction of underwater demolition and rebreather operation and maintenance. Both key parts of the Navy Master Diver evaluation process. During the step out process the Coast Guard divers are instructed in multiple Coast Specific equipment and operations including the Extreme Light Weight Dive
