Each stake holder had a different background and they had devolved unique goals for the museum. If instead of a single stakeholder being placed in charge of the museum, there were some or all of the stakeholders placed in the form a committee then they would be more well-rounded. The diversity in opinions would also lead to more than one goal accomplished. The system would be far from perfect in that they would have conflict in making decisions. Within their debates goals would have to be set less firm, because the focus on the museum would not be diverted entirely to completing a single goal. In example, the goal of the Head of the art history department who wanted to converted the museum into a teaching institution by sacrificing the goal of servicing the community at large. When that goal is brought the table the other members would argue against it but, they would agree to weaker form where student could be brought in to study and create art and those pieces could be displayed.
