The occurrence of natural disasters may be considered as ‘acts of nature’, but the reality that it occurs in political space (Cohen and Werker, 2008) can lead to different possibilities. ‘All disasters are political for three reasons: first and most important is that disasters affect people. Second is that disaster involves public policy where it shows the preparedness of people and how the emergency management creates and implements policy. Lastly, disasters pull the public interest with the aid of the media.’ (Selves, 2003). People’s behavior are driven by different stimulus and they may act according to their self-interests and resort to alternatives, considering their vulnerability in post disaster situation. Blaikie et al. describes vulnerability as “…the characteristics of a person or group and their situation that influence their capacity to anticipate, cope with, resist and recover from the impact of a natural hazard (an extreme natural event or process)” (2014: 11).
