With the passing of the Civil Rights Act in 1964 they extended the life of the freedmen’s bureau while assisting newly freed slaves. The Reconstruction Acts were then passed not without some opposition from Johnson first though. These acts gave a military commander complete control over the district they were overseeing and until a state ratified the 14th Amendment as well as guaranteed voting rights for African American men. After a while, congress added that the 15th amendment had to be ratified as well for re-admittance to the Union, which stated that race couldn’t be a factor to deny someone the eligibility to vote. Citizenship was granted to former slaves and punished confederate supporters with the help of the 14th Amendment. Looking at the period that these plans were being made, was during 1865 at the conclusion of the Civil war. The southern states have surrendered to the north and we as a country must decide how we are going to move forward as a country. My members of congress and I must decide on the Reconstruction laws that will be passed. Our goal, is to figure out how to reunite the country after a extensive and emotional war that divided the country. My main priority would be to readmit the Southern States that had seceded back into the Union. As well as properly address the difficult, but enlightening task of implementing the millions of newly freed slaves that will be entering into society after the 13th amendment was passed, which made slavery illegal. As we are developing a plan for reconstruction the following areas must be addressed. First, who all will be responsible for creating the blueprint? Being the President of the United States I will be the sole creator of the Reconstruction plan but I will pass the logistics of the plan down to the state level so they can enforce it. The reason I wouldn’t let congress have the responsibility to create the plan is that when there are many different views on a sensitive topic such as this, sometimes it can quickly become unclear who is really responsible for what.
