My biggest dilemma in the White House today is do I go for or against a Civil Service reform. If I chose to create a civil service then I risk losing the chance for a second term in office. I do not want to betray my Stalwarts but this patronage system needs to change. In history, President Chester Arthur chose to go with the majority of America and create a Civil Service System. I believe he made the right choice. He knew that the government had gotten more and more and he decided to do something about it. President Arthur asked congress for $2500 to reactivate the Civil Service System. He only received $1500 but it was a start.
