Civil liberties have evolved since the existence of the Framers and consist of; freedom of expression, belief, and protection of an individual when committing a crime. The intention of creating the Bill of Rights and civil liberties were a way of securing one’s own rights and freedom and preventing the government from becoming too powerful. Initially, these rights only applied to the federal government and not the states. After the American civil war, the thirteenth amendment played a role in freeing slaves, and the fourteenth amendment brought the way for naturalized citizens to have their rights granted.

Some of the major groups that have fought for equality have been African Americans, Women, Hispanics, Native Americans and LGBT groups. During the time of the Framers, slaves existed and were seen as property, not as a person. Not only were slaves considered property but were also segregated from other ethnic groups.
