Introduction to Policy Children in foster care represent one of the most vulnerable populations amongst our youth (us department). Their extenuating circumstances impact their physical, emotional, and mental-health development, as well as, their well-being. Each of these plays a crucial role in their ability to experience success personally, socially, and academically.
