In 1950, The Federal Government begin to require welfare agencies to let law enforcement know when families where receiving where receiving AFDC (Aid to Families with Dependents) which was later changed to “welfare” and now currently called Temporary Assistance to Needy Families (TANF) to any family of parental abandonment. This act was put into place to help law enforcement keep the parents responsible for their children, and keep money in the taxpayers’ pockets. As time went on through 1981-1988, The Social Security Act authorized the IRS to “withhold Federal Income tax refunds” in the case that the recipient is late or behind with the court ordered child support payments. The same amendment allowed different states to withhold a portion of the unemployment to make up for any late payments.
