On 3/01/17, Hennepin County child protection accepted a report alleged neglect. Per the reporter Cecile has been staying at Hope Street Shelter in Minneapolis since 2/14/17. Per the report, Mr. Torbor gave permission for Cecile to stay there the day she arrived, but has now stopped all communication with Cecile and the shelter.
Outcome of Assessment:
This worker went to interview Cecile Torbor at Merc School in Minneapolis. Cecile stated that she is a senior and will be graduating next year. She reported that she is doing well at school and that she has a paid internship as well. Cecile stated that she has been staying at the Hope Shelter since 2/14/17. Torbor was asked about the incident at the aunt’s house. Mr. Torbor stated that Cecile reported to him that the boyfriend of the aunt has touched her inappropriately to her private part. This writer asked if the police was contacted regarding the incident. He replied yes. He stated that Coon Rapids PD were involved and investigating the allegation.
Also, Mr. Torbor denied any alcohol and illegal drug use. He denied the use of physical discipline techniques. Mr. Torbor stated that Cecile is currently staying with him. He reported that Cecile is with him now and there has been no other concerns at this time.
* The sexual abuse allegation had been investigated in 2016 by Coon Rapids PD. Also, case was assigned to Justin Block with Criminal Investigations Sheriff’s Dept. Justin's contact number is 763-323-5042. The case was briefly investigated by Coon Rapids PD and closed as Rachonda indicated that the statement was not true and she was told to lie.
