Child Care Policy Analysis

When an agency decides to enact a new policy or offer a new work program, such as, onsite child care services, a model for policy analysis should be followed. Policy analysis examines a broad range of considerations, potential effects on other established policies, and determines who, and what effects there might be on the employees involved, as well as, those not involved. Assuming the example of a new onsite child care service, this essay will discuss the process used in analyzing this potential policy, how a policy development committee will be selected, and the considerations that must be taken into account. Such as, how in-house child care services will be evaluated and how continued evaluation will take place. Who, when, and how often will there be an evaluation on the success of this policy. What will be the measurement of success? Next, there needs to be a determination on how this will be implemented, along with a possible written or online manual outlining the rules and regulations for employees using the service, those running the program, and for the children who will be cared for under this policy. Who will evaluate and maintain the manual and program as a whole? Who will run the program, a committee of parents or an outside source? Will the service be offered to everyone? Is it possible to offer the service to neighboring organizations? Who will evaluate it? What local, state, and possibly federal regulations will be mandated? It would be beneficial to brainstorm all possible solutions for employee child care and then compare and contrast all potential solutions in order to identify the most feasible solution. How many people would benefit or use an in-house child care service? If there is only a few affected, then chances are developing this program would not be cost effective. Being proactive in spreading the word regarding this policy, might reveal several working moms and dads in this agency that would greatly benefit from this service. That being the case, getting support from those employees would help with acceptance and implementation. Implementing a program of this magnitude will take time, in that, setting small goals with realistic time frames would be valuable in helping to attain the main goal of onsite child care. Next, outline the objectives for this policy and assess if those intentions are in compliance with the organization’s mission and goals. What are some barriers that could prohibit this program from taking off and what are the potential ways to get past those road
