The conversation started sharing with Karen and giving her a summary of the constituents concerns and our finding in OR-KIDS. Karen mentioned that this is CW case that was opened long time ago and at least was handled by three other workers, so Lisa is new to the case.
We talked about allege sexual abuse perpetrated by the foster home, Karen stated that the CW does not solid evidence about that, however they are still investigating. Apparently one of the foster mother's daughter is doing inappropriate things in front of the children.

Karen mentioned that she is not cooperating with CW. Amber is not willing to engage in MH services and a chronic child neglect behavior. Karen provided us a long explanation and examples about why Amber did not get or is not willing to understand the necessity for her to engage in MH services. This is right now the main concern of why the CW is not developing a family reunification plan. One of the examples provided by Karen was that in many occasions Amber did not wake up to take her children to their doctor appointments. Karen also said that Amber is unable to recognize Zack as a threat to her children. She keeps defending him. Amber does not have preventive skills.
Karen mentioned that in part, due to Amber's MH issues, she is struggling to focus on the important things that she needs to work on, so they can work on a plan to return the children to home, instead she focused on the foster parent's issues. Karen said that if Amber meets the conditions to return, the CW caseworker and Karen will help this family.
