: In a written report Ms Greaves outlined that through intervention from the Child Development Agency Courtney was deemed in need of care and protection and was consequently issued with a Fit-Person Order on May 1. 2014. Ms Greaves noted that Courtney who was born in Bronx, New York is a citizen of the Unite States of America. Prior to be placed in care, Courtney lived with his mother who had relocated to Jamaica from the United States of America. Reports are that Courtney’s mother died in October 2014, which resulted in Courtney being in the care of his older brother, Don Boothe who it is alleged is mentally retarded. Courtney was a victim of physical abuse meted out by his brother.
Courtney, who is a former ward of the Strathmore Gardens Children’s Home, was relocated to the Sunbeam Children Home, where he currently resides. Ms Greaves noted that Courtney, who is asthmatic, suffered a seizure in the past after falling from a tree and injuring his head. She also noted that Courtney has been exhibiting maladjusted behaviours of being destructive, defiant, disrespectful to staff, bullying small wards and being manipulative. Courtney’s aunt, (Sharon Jones) who lives in the USA has expressed the desire to have him live with her, however his travel documents have expired and Ms Jones, does not have legal guardianship of the child. In closing Ms Greaves revealed that Courtney’s behaviour has worsen with him becoming constantly abusive to himself, staff and fellow wards. Courtney was referred to a Clinical Psychologist at CDA, but according to Ms Greaves, since his discharge there has been no improvement in his behaviour. Courtney has stated that the only way his behaviour will improve is when he is back
