These parent aren 't aware because they don 't know the meaning of neglect. If you 're not keeping up with your child 's health and well being it is neglect. This happens because some parents are not able to afford medical expenses so they don 't take their children the check up, or the dentist, or theycan not afford clothes so the child wears the same clothes over and over.
