On Friday, September 15, 2017 at approximately 0946 hours I received a phone call from a man by the name of Lupe Martinez from phone number (830) 513-8609. Mr. Martinez was calling to report an incident involving a female named, Chila Kypuros or Chila Hernandez; Mr. Martinez was not sure what last name she uses as she married Mr. Mario Hernandez. Mr. Martinez kept referring to the female as “Chila”. Mr. Martinez stated the incident with Chila occurred at approximately 0755 hours in the morning at the corner of North Adams Street and Rio Grande Street.
