CHCs encounter policy and payment issues that jeopardize their ability to hire PAs, NPs, and CNMs who are skilled and needed medical professionals for community health service. CHCs experience payment issues when government plan to cut their budgets and this is devastating because CHCs depend on these funds to pay employees and hire new staff. In fact, these funds are CHCs second largest source of income after Medicaid refund and the revenue is required to provide primary care to underserved communities (Proser et al., 2015). Likewise, the ACA created the Health Center Trust Fund which provided $9.5 billion in CHC operating costs between the years 2011 and 2015. Seventy percent of that trust fund accounts for CHC’s total federal health center grant. Nevertheless, continuous funding for the trust fund is tentative and this is a major cause for concern. Therefore, congress has to address the issue of federal funding to find an alternative option. However, an alternative opportunity is not guaranteed and the reduced funding of seventy percent would affect CHCs ability to operate, manage, pay staff, and little access to preventative and primary care for several individuals. Individuals who volunteer at the community center has previous experience of specific tasks and understands the mission of the organization. Hence, those who are performing well will be given first preference because managers know their talent, will take less time retraining the organization goals and objectives, and appreciate volunteer’s devotedness to serve others in need. Secondly, the position will be posted online and the top applicants will be screened to determine certification, experience, and community service. Individuals will be limited to apply to avoid too many applicants. Specific objectives and requirements will be posted and if an applicant does not have the requirement, he or she will be prevented from continuing the application. In addition, top applicants that have good experience and certification will be exempted from an applicant who has great community service, experience, and certification. Hence, an individual with good community service will be given priority over someone who only has certification and regular clerical
