A Charter Schools operates under a contract agreeing to meet certain goals followed by set guidelines, in exchange for exemptions from some government rules and regulations. Charter Schools are public schools that are financed by public funds but are governed by their own specific charter and not by the regular public school regulation. State Legislatures enact charter school enabling legislation and determine the framework for charter approval. The “charter” explicitly defines the school's goals and provides a framework for measuring success. The charter guarantees that the school is accountable for progress in order to continue. In Bridgeport Connecticut public schools have 91.4% minority, Achievement First Bridgeport Academy have 98.7% minority. In Hartford, Public schools 92.6% minority, Achievement First Hartford Academy 99.5% minority. In New Haven CT. Public schools 86.9% minority Achievement First Amistad Academy 98.1% minority, Achievement First Elm City Prep 98.9% minority. Charter School are pulling the minority students from their public school that has the highest test scores. In Stamford, there are programs like the Reach program. It pulls minority students in fourth grade and is put into an intense academic program during the summer. The students who do well are put in private schools around the area free of charge with a 100% rate of going to college. In 2014, a percentage of public school students enrolled in public charter schools in the United States increased to six-percent.
Teacher Certification
Certification requirements differ from state to state. In New Jersey, all teachers are certified in order to teach in charter schools.. In New York, the state does not require that all teachers are certified, however, under the “No Child Left Behind” law mean that teachers need to get their licenses to teach. In Massachusetts, charter school teachers must be Highly Qualified teachers. Teachers must also follow “No Child Left Behind” Law by containing a bachelor’s degree
