The $96.2 million budget for the 2018 fiscal year is an increase from the current year's budget of $94 million.
Charleston City Manager David Molgaard said nothing in the budget should come as a surprise.
"Our revenues are good, but not great," Molgaard said. "We're holding our own. We're in really good shape. We have reserve funds we've been planning for this year."
Among notable items in the budget is a $1.7 million increase in spending on health care. Molgaard said health care expenses are rising in the city.
"We did notice a larger spike this past year in claims for retirees," he said.
