Scholars’ have criticized the Bank’s reform strategies for being based predominantly in economic considerations (Khan: 2002, Marquette: 2004). This is illustrated though arguments that anti-corruption approaches continue to be based in economic rationalism (Ackerman: 2006). I will observe this in the context of the political pressure that governs the World Bank’s mandate, and its limited adoption of political analysis (Nunberg etal; 2010). Then, I look at corruption as a moral category where, in order for undeveloped countries to achieve ‘good governance’, developing countries must follow a set of prescribed liberal approaches to governance.
