The “sheep” refers to everyone in the grocery store except for the staff and the three girls. Sammy referred to them as sheep because of the way they reacted when they saw the three girls. These customers were doing what people usually did at grocery stores; shopping. So, as they were all doing the same thing (shopping and then looking shocked when seeing the girls), Sammy decided to refer to them as sheep (a.k.a. mindless followers). Another example is when all the other customers crowded to Stokesie’s lane because of the fear of something happening in Sammy’s lane, since the manager was there.

Mr. Lengel is the manager of A & P, a teacher at Sunday school, and a close friend of Sammy’s parents. As the manager, it is his job to control what is going on around A & P and so when he sees the girls wearing bathing suits in a grocery store that is not near a beach, he gets angry. Not only does this cause a lousy reputation for the store but what made him get angry was the fact that there was not a beach near the store. Being a teacher at Sunday school could be a factor to his anger, as Sunday school typically teaches the proper things about their religion, but also encourages discipline and respect toward others. Therefore, as the girls were wearing bathing suits, he could have possibly thought of it as disrespectful and inappropriate. His anger is justified because it is his responsibility to maintain a good store and he also feels obligated to encourage good
