A challenge identified in the article is taking a comprehensive approach to green employment. It means that many U.S. cities invest money and time into creating green jobs. Green jobs are defined as industries produces goods and services with an environment benefit (Mark M., Jonathan R., and Devashree S., 4). The challenge is to ensure strategy for green business development, increase the demand for green products and create new jobs opportunities to ensure the workforce training programs can meet the needs of the market.

China has the largest population in the world and it uses large amount of scarce resource in the process of production. It would lead to a fall in available resources in the future. Second, charge taxes or penalties on pollution such as carbon emission. Levying taxes on businesses which produce pollution above an assigned limit will increase marginal cost in production. And this will promote product cycle. Third, quota is another useful way to control pollution. It is set by the government that stating the amount of emissions that each firm could produce. Quota also can be bought from less polluting firms. Fourth, Management on resources. Encourage using renewable sources of energy, enforce control on water and natural sources management. Fifth, increase awareness on environmental protection. Many people are lacking of sufficient knowledge about sustainability and they do not know how to protect the environment. Sixth, introducing new clean technologies and transferring job opportunities to clean economies. Invest in clean technology will reduces emissions from the industries and increase jobs in the area of agricultural, forestry, and transport sectors. Although employment will decline as the reduction of jobs related to fossil fuel, net employment rises in the long run since the creation of jobs related to energy efficiency.
I think charge taxes and set quotas are the most effective steps. The government makes a plan on sustainable development. Industries that produce more pollutants will get penalties. By doing this, firms are unwilling to discharge more pollutants and on the other side, government could get tax revenue or fine to reduce financial
