Regularly, restaurants would serve water to all their diners but that changed after Jerry Brown asked of them to not serve them unless they asked. However, there are cities such as Beverly Hills, Indio, Redlands, etc. who are not meeting those standards, thus they are being fined up to $61,000 according to the State Water Resources Control Board that regulates water consumption.
