3. Cement Mason
The Cement Mason Skills Training Program will be facilitated in partnership with Building Futures, a pre-apprenticeship to registered apprenticeship workforce partnership developed by the Community Services Agency of the Metropolitan Washington Council of the AFL-CIO. Building Futures connects lower-skilled adults to the hundreds of new jobs expected in the Washington, DC area over the next five years. The workforce partnership targets basic trades with particularly high demand, including carpentry, painting, laborers, cement masons, and some electrical and new commercial building construction. Ten (10) Stage 1 Basic Skills Training participants will be recruited and enrolled into this program.

The Water Works Team will support the effort in the following manner:

 Graduates from the Stage 2 Skills Trade Training will be the preferred candidates for referrals for contractor employment and/or apprenticeship opportunities;


 After the graduation exercises and the employment fair, DC Water’s Contract Compliance Officers will monitor their respective contracts to track the graduates’ employment on their respective projects.

Contractors will use apprentices on DC Water contracts, at a ratio of no less than one (1) apprentice to three (3) journeymen. Non-exempt Contractors will use DC Water Works as the first referral source for new candidates for its apprenticeship program.

Water Works Program staff or its designate will review the eligible Contractor’s Employment Plan to determine, the number of apprentices, the apprentice-able trade(s) and the expected date of hire for the project.

The hiring of an apprentice must be at least within two (2) weeks before the project is to begin or the scope of work begin. Individuals who have received a notice to hire three (3) months before the project begins run of the risk of the prospective apprentice not being available due to other immediate job placement opportunities.

Under current DC government regulations, no apprentice shall be employed under a registered apprenticeship program unless an individual apprenticeship agreement for that apprentice has been registered with the Registration Agency. Therefore, the respective Contract Compliance Officer shall do the
