Both of these trends support the essential elements of quality infant and toddler care of individualized, responsive care, in a safe and healthy environment that supports inclusion of children with disabilities or other special needs.
The care of infants and toddlers can be improved by viewing licensing regulations and QRIS in a State or Territory as a continuum of increasingly strong standards. Tracing a standard critical to the quality care of infants and toddlers through that continuum will identify gaps and opportunities. The CFOCB Alignment tool will be helpful in this process.
