As the graph shows that during 1914 the amount of pounds being spent on armies increased dramatically, Great Britain is a prime example because they spent more on their navy than their army. Germany was able to do the same but they increased their army since their positioning was horrible for them since they were between France and Russia as shown in the map of Document A and could be attacked from both sides at any time, which made them increase their army's strength.
