County hospitals often face the financial burden of homeless uninsured and Medi-cal beneficiaries. These both services incur a 56% increase in county costs (Medical Model versus Recovery Model, 2009). In order to end homelessness, we need to prevent people from becoming homeless. Our aim is to give vulnerable people support at the first sign of trouble so they can remain in their home or prevent being homeless. In the other hand, recovery houses are less expensive to operate than treatment centers and they can stay there for a year or more while slowly rebuilding their life we should invest more in recovery houses. Recovery is a process by which a person overcomes the challenges presented by a mental illness to live a life of meaning and purpose (SC Department of Mental Health, 2009). The core belief of the recovery model of care is that people living with mental disorders can and do better in their-own personal, diverse way. In order to transform mental health clinics to a recovery oriented system or model, staff would need to be re-trained in effective practices to support the recovery process. Training will consist of developing full-range recovery program including exercise, education, relationship building, therapy, life skills development, support groups, self-help and 12-step groups (Medical Model versus Recovery Model, 2009). Developing community housing and support services for people with serious mental illness exiting these facilities could prevent homelessness or higher cost in the future for institutional settings.
