Around 1991 the government fell and this caused crime. Many of the fishermen turned to piracy. The reason was that foreign countries were polluting and overfishing the water. This angered the locals and since the government was not strong enough to stop the illegal fishing they took matters into their own hands. They started out charging a fee to foreign ships. Then they started raiding the foreign ships and holding the hostages for ransom. The usually didn't kill the crew. In fact, there were very few cases where the crew seriously injured or hurt.
