Rhode Island State Police said troopers spotted 21-year-old Phyllis Lee Coates speeding and going through several stop signs around 1 a.m. Friday.
The trooper pulled over the Mazda CX7 and found four kids, 2, 5, 7 and 11, in the back seat. The three younger kids were not wearing proper child safety restraints.
Police said Coates was watching the children while their mother worked, and the Mazda belonged to the children's mom. At first, the troopers couldn't contact the family, but the stepfather of the kids was located. The Department for Children, Youth and Families was contacted.
