It had been already identified that Mr. J was physically, emotionally and socially vulnerable. Additionally, he was living alone on his own. Furthermore, some of the residents in supported housing in which Mr. J was living were prostitutes and drug users. Analysing these settings and circumstances, there were likelihoods of Mr J being abused. Before suggesting Mr. J, that he could live independently, the environment in which he was living should have been assessed beforehand for his safety with regards to his vulnerability. In this instance duty of care appeared to be squandered at some points. When Mr. J reported of thefts and did not want to bring the criminal charges, it should have been dealt with more seriously. Furthermore, in other way- it can be seen as a financial abuse as the convicts were misusing Mr. J’s resources and were trying to take advantage of Mr. J’s vulnerability. It was a criminal act and no charges were made against the theft! This was like an act of encouragement for those offenders. It cannot be guaranteed that the same act will not be repeated by simply ignoring the wrong doings of the convicts.
