Visual distraction, a task that requires a driver to avert his/her eyes from the road in order to obtain information 2. Manual distraction, a task that requires a driver to remove his/her hand or hands from the steering wheel in order to move or manipulate an object or device 3. Cognitive distraction, a task that is defined as "mental work load" or tasks that require a driver to divert their attention from the road. Responsible driving involves keeping hands on the wheel, eyes on the road, and mind on the task at hand at all times.

In 2010 the Federal Motor Carrier Safety Administration (FMCSA) prohibited all commercial and bus drivers from texting while driving, and in 2011 banned all hand-held cell phone use by commercial drivers (Vegega). Many state governments have also banned texting while driving, many going as far as prohibiting all hand-held cell phone use. Law enforcement agencies around the nation are continually looking for better ways to enforce these laws in hopes of decreasing the number of crashes caused by distracted driving. Although cell phone use is not the only cause of crashes involving distracted driving, it is the number one cause, and eliminating this distraction would greatly reduce the number of deaths and injuries due to distracted
