The school play a more proactive role by promoting an aggressive student-specific plan. This may be initiated by the Counseling Unit or the Moral Education Unit in collaboration with Disciplinary Unit in various schools. Comprehensive school-based programs are the most effective way to address the problem of bullying in schools (Khalim, 2014). The Department of Education also has authorized an increase in school counselors so bullying victims and offenders can get professional counseling and guidance. The school’s governing body also be transparent in reporting disciplinary problems especially involving bullying and fights, to the Ministry of Education, which can then be more proactive at the national level. Students involve themselves in establishing classroom rules against bullying and learning the steps they can take if they see it happening which was arranged or conducted by school teachers.
