According to Royce, evaluation is a process that critically examines a program. Evaluation involves collecting and analyzing information about a program's activities, characteristics, and outcomes (Royce, 2009). Evaluation helps with judgments about a program and to improve its effectiveness, or to inform programming decisions (Royce, 2009). Evaluation and client feedback are an ethical requirement and are necessary for effective service delivery. Proper evaluation is honest it shows that the program has strengths as well as limitations.
