Towson Town Center With the creation of the URDL in Baltimore County an issue and challenge for developers and planners was what are they going to develop with this new boundary. During the 1960’s and 70’s Towson (a town within Baltimore County) became a very popular residential area for people to move to after the invention of the automobile, which accelerated urban sprawl. Although when originally developed there was potential prosperity in this area but it did not thrive as expected, which is another reoccurring issue for certain developments in Baltimore County like Owings Mills.
