in early 2004 developer Steven Ribeiro started construction on Independence Station in downtown Independence Oregon. The site was proposed to be a 3 story, 57,000 square foot commercial and residential complex. "It has the potential of becoming one of the top four green structures in the world" stated Ribeiro. The town was scecpital of of complex though, with it going up right on the main street, concerns of the constucion causing a nusen to the town were buzzing all over.
After a few months into contrucion, Ribeiro paused the construction process due to fears that Mesure 48 would cause his funding to be limited and local banks refusing to provide loans for the 10-15 million dollar complex. This left the town with 3 story eye sore. The building
