San Bernardino 's current charter consists of 46 pages, an easy read, and does have wiggled room for change. The logic to cancel the existing charter and replace with new rather than continue trying to fix the old has no reasoning potential. The flawed argument points to the difficult recognition not knowing who is in command pertaining to important decisions. The proposed new charter clarifies the chain of command according to the "Yes," group will result in a more efficiently run city. Let us take a look at that statement. Unlike an affluent government, people with advanced degrees paid well do participate in politics to ensure that the tax dollar is spent properly. The rich have a lot of influence over public officials and City Manager. This is untrue, for a city as San Bernardino, which has no weapon of defense having a City Manager function as the CEO. A less affluent city as San Bernardino can point to one person, an elected official, not a paid employee. The,"Yes, group contends that the old charter bears' responsibility to the city going into bankruptcy. Every charter has the specific formula for certain expenses. The controls of the budget by current or unused charter are the responsibility of the Common Council. The justification set by the "Yes," group scapegoats seeking a charter. The current charter allows for flexibility and adaptability, however; if budge misused and misappropriated to lawyers and consultants no charter can win. The charter takes our voice, potential to vote, and engage with a government which seeks ways to raise taxes, plunder tradition, and strip our identity of who we are. Please vote NO on Measure L. The document survived decades and deserves an honorary medal. The proposal based on deceit and lies do not have to be replaced, and as any document has room to accommodate.
