Michael resided in various foster home placements from February 2010 to May 2011. Mr. Edward Grant, the uncle, was awarded custody of Michael on June 3, 2004, due to his father’s and mother’s legal and criminal matters. On February 2, 2010, Michael was removed from his uncle’s home and placed in the custody of the Portsmouth Department of Social Services. The agency received a Child Protective Services complaint on December 11, 2009. The report stated Michael reported to a school official that his uncle “pinched his fingers as a means of discipline/punishment.”
