Overall, the vacancy announcement and applicant evaluation process would be delayed as a result, and prevent managers and supervisors from filling vacancies in a timely manner. The pool of candidates possessing the civilian knowledge, skills, and abilities required by this position is extremely limited. The tasks and duties of this position requires a candidate to have an extensive background in HR and Staffing policies, processes and procedures. The recent personnel losses have shown that we cannot retain employees or recruit candidates who are equipped to perform the job with minimal training, at the equivalent level of Mrs. Paramo. In order to hire and train a potential candidate for this position it would cost the federal government thousands of dollars, as well as the loss of productivity while the training of such individual occurred.
