On February 21, 2012, the agency received a report that alleged Ms. Lawley is unable to care for Michael due to her drug use, inadequate supervision and Physical Abuse. The Reporter reported on February 16, 2012, that Ms. Lawley was walking down the side of the road with Michael and passed out. Michael was picked up by a friend that Ms. Lawley had called prior to passing out. Michael was taken to the maternal grandmother’s home. The maternal grandmother was not physically able to care for the child and had loss her home to fire. In return the Maternal Grandmother contacted the Reporter of this report and requested that she obtain Michael. Reporter stated Michael flicked a lighter in the Maternal Grandmother’s bedroom and caught the bed on
