The first apparent issue with this problem is that Joe never talked to his supervisor before the drawling took place. The police department was looking for volunteers to take this job, and when no one stepped up they announced well in advance that they would have a random drawing to select the candidates. Ethically it is the right thing for Superintendent to find a compromise for himself and Joe. This will be at little cost of one-hour fee. Having a positive outcome will be positive for the corporate image.

I feel the best possible solution is to set up an appointment with Superintendent Smalley and Joe to discuss a possible compromise.
Implement
The very first thing to do is to contact Joe and Superintendent Smalley, get their approval, and set up an appointment. In this appointment we will discuss the facts, such as according to the EEOC an employer must reasonably accommodate an employee when they have a religious conflict (Religious Discrimination). Unless Superintendent Smalley has proof that it will create an undue hardship for Joe not to work there he must accommodate him. The simply answer is to just replace him with another officer. After there has been a compromise I will suggest to Superintendent Smalley to invest some of his time to implementing an accommodation of religious beliefs policy. For example if an employee knows they will have a religious conflict they must submit a written request for an accommodation, what the conflict is, and when it will take place. They must have this written request turned in two weeks in advance, or within reason (In Joe’s case as soon as he found out there would be a random drawling).
