HNUBS is an independent accounting unit, so that we have a full control of the operating and capital budgets for our school.
Most of our budgets are based on programs or research projects. Most of the accounting duty is concentrated in the University so that the University can monitor the School’s budgeting and spending according to the China national standards of accounting.

To what extent does the business academic unit have control of the resources to operate the unit and plan for the future?
HNUBS Finance Committee is responsible for the control planning and spending of all budgets to operate the unit.

Business Academic Unit Autonomy
To what extent does the business academic unit have control over the development and implementation of the unit’s strategic plan?
HNUBS is fully responsible for formulating and implementing its own strategic plans.
In compliance with the premise of the overall planning and related policies of Hunan University, the Business School autonomously works out and implements its strategic plans. Specifically, the long-term strategic plans are discussed and put forward by both the Strategic Advisory Committee and all members of the faculty and staff. For instance, the Business School has made its own Strategic Planning of the 12th Five-Year Plan of the HNUBS(See Attachment 6). Generally the audit is conducted every five years, but whenever there are organizational changes the missions will be adjusted

The progress of the strategy implementation is closely monitored and audited every year. The outcomes are reported both in the Strategic Advisory Committee of HNUBS meeting and Faculty and Staff Conference of HNUBS every year.

To what extent does the business academic unit have decision making authority for key or strategic decisions that impact the unit?
Under some very general guidelines from Hunan University, HNUBS has the authority to make its own operation strategies including human resource strategy, financial strategy, education program development strategy, marketing strategy, research strategy, and international strategy. The guidelines from Hunan University include quota (number limits of people) of new recruits and students’ enrollment, reporting and recording policies of financial budgets, registration of newly developed education programs and research centers.
HNUBS can autonomously establish various institutes or centers for teaching, scientific research and administration. Business School can autonomously design and revise courses of its specializations.
HNUBS puts forward the admission plans of the MBA, EMBA, EDP programs based on its strategic plan, market demand and discipline development, and then implements these plans with the approval
